International terrorism simply cannot be sustained for long without the regimes that aid and abet it. Terrorists are not suspended in mid-air. They train, arm and indoctrinate their killers from within safe havens on territory provided by terrorist states. Often these regimes provide the terrorists with intelligence, money, and operational assistance, dispatching them to serve as deadly proxies to wage a hidden war against more powerful enemies.

Arms Sales Code of Conduct
This PBS forum (July 26, 1996) examines bipartisan legislative initiatives to create guidelines for whom the US sells its arms to. "The four conditions a country would have to meet in order to be eligible for U.S. weapons are: democratic form of government, respect for basic human rights of citizens, non-aggression (against other states), and full participation in the UN Register of Conventional Arms. Present policy leaves the issue largely up to Presidential discrestion, on a country by country basis."
