is china buying or spying?
by Preston Peet (ptpeet@cs.com) - February 19, 2001
China is spying on the US, stealing its technology!

This is a hot story in the press and for some politicians. This seems a rather archaic hysteria-generating tactic to get more money guaranteed to the Military-Industrial Complex for more heavy weaponry to out-destroy everyone else's big guns and missiles. Those big guns and missiles that corporations like Lockheed Martin are bragging about designing on prime-time television, equating their new fighter planes with "looking to the future." Especially when US, European, and Israeli governments and corporations have been selling China super-sophisticated technology for years.

On December 30th 1998, Channel 23's USA network news, there was quick mention of the conclusion reached by the Senate Subcommittee investigating technology transfers to China. The blurb, played over pictures of a missile launch, informed the viewer that the committee had decided that YES, laws were broken, and that the sales and transfers of said technology violated US National Security laws. Unfortunately that was it, an extremely fast news update, and then the soundbite was gone. Nothing more about it anywhere on the TV.

Just one month after the Tiananmen Square massacre in China, then-President George Bush, whose son is being actively sold as the Republican choice for President in 2000, sent two American envoys to Peking to meet with the Chinese government to reaffirm US business ties to China in secret, Brent Scowcroft, then the National Security Advisor, and Lawrence Eagleberger, the US Deputy Secretary of State. Both of these men had worked for Dr. Henry Kissinger's consulting firm, Kissinger Associates. Neither man would make public his business associates at their confirmation hearings before Congress, but they were confirmed anyway. Kissinger wrote Richard Nixon's China initiatives back in the early 1970s, and Bush's brother Prescott worked for a large consulting firm involved in big business deals with the Chinese government at that time.

In November 1989, US Congress had passed even more specific sanctions against China, barring sales and exports of satellite technology unless the President found that it was "in the national interest." On December 19th 1989, Bush lifted the sanctions citing "national interest." Two months earlier Bush had okayed 'preliminary licenses' for Hughes Aircraft to exchange data with the Chinese, to ensure that the satellites met the technical specifications for the required launch systems.

Speaking of spying, the U.S. has made a point of spying on China for quite some time, being one of the National Security Agency's top priorities ever since 1952 (when the NSA was founded). John Pike, an intelligence expert at the Federation of American Scientists, quoted in an article by NBC News investigative reporter/producer Robert Windrem, says that it is a great advantage to have the Chinese rely on technology made by Loral, and Hughes, and launched by Chinese rockets. Loral and Hughes both sold technologies to China, to help with the satellite launches. Neither had it stolen from them. Both had the permission of the US Government to sell the technology. There was money to be made, and those willing to exploit the opportunity jumped at the chance.

Think about it. If there were any basis for the claims that Nuclear Scientist Wen Ho Lee, of Taiwanese/Chinese descent, had really stolen nuclear technology at Los Alamos Laboratory, if there was any real proof that he had transferred stuff over the computer (as has been alleged in the press) would this guy still be free, living at home with his family? No. The government would have Lee up on charges faster than one could say Aldrich Ames, facing life in prison, if not execution.

Don't Transfer Technology to China!
Senator Ashcroft web-site posted message from Oct. 21st 1997. Another one focusing on Clinton's role. Typical partisanship.

China Says US Technology Available on the Internet
China "sneers" at US accusations that it is stealing missile technology, states this article. There certainly seem to have been doing some funny paying business behind the scenes of Clinton's previous political campaigns, so he is not innocent in all this, nor is China. Reveals that there have been other background business deals going on for quite some time.

Bush Bars Normal Ties Now; Beijing Is Warned
An good example of the public face the George Bush put forth to the nation, his act of pious condemnation of those irascible Chinese Democracy movement crushers. This must take place scant weeks before Eagleberger, and Scowcroft take their secret trip to Beijing to meet with business partners, to ease tensions, and to assure the Chinese that a little brutal repressing of rights, and the killing of a few students by the totalitarian government wasn't going to stop money from being made.

Bush vs. Bush: George Jr. Offers Rare Opinion, And Gets It Exactly Wrong
Official Site of the Democratic National Committee, so remember that this is political propaganda. While there are some good points made here, the whole story is not even close to being exposed here. Still, a juicy bit of political, partisan mudslinging, that goes for the balls.

Hughes Deal In Danger
Concerns over China's Role could cost Hughes US$100 million, states this article. It is amazing how the focus of all these Chinese Espionage reports completely misses former US President George Bush's role in all this to begin with. Most of the secrets that are "missing" were lost under the careful eyes of Bush and Reagan, but Clinton is the one to catch hell. Not that he doesn't deserve it, but the focus of such exposes needs to widen.

The Weak Case Against Wen Ho Lee
Editorial pointing out that there is no evidence that Lee committed any espionage whatsoever.

The Government Owes Wen Ho Lee an Apology
Another view that the government has been unjustly vilifying Lee in the National spotlight, just to make political points.

US Investigating Reported Israeli Sales Of Patriot Missiles To China
A March 1992 article about how Israel, one of the staunchest of US allies, had been identified in a Rand Corp. study as "China's leading foreign supplier of advanced technology," and is said to have helped China develop air-to-air missiles, tank armor, missile guidance systems, and a new combat aircraft.

Red China Republicans Give "Aid and Comfort" to the Enemy
This site is a little shrill, but this quote is perfect: "Capitalism and Communism Are Not the Issue- It's Corporate Greed Compromising National Security." Wouldn't believe the hosts of this site believe it with all the anti-commie hysteria here, but it's got to be awfully close to the truth.

Trie Denies Passing Classified Secrets To China
Oh boy, 'Charlie' here could cause real problems for Gore in the upcoming race, what with all the alleged illegal connections to China that are being slung around involving him, and the Democratic Party, not to mention his selling 'dual-purpose technology' to the Chinese.

CRS Report on US-China Relations
A penetrating look into all sorts of badness and nefarious doings between China and the US over the years. Mainly focuses on the Clinton administration, but definitely worth the read.

The Unauthorized Biography of George Bush
Remember as one reads this, the fact that the Bush family just had a book about G.W. Bush withdrawn from publication, merely on an accusation, and got the withdrawn book BURNED! This is unheard of, except in the introduction on this web-site, where the writer explicitly tells the reader that "we will see stories embarrassing to George Bush be refused publication, documents embarrassing to Bush suspiciously disappear, and witnesses inculpatory to Bush be overtaken by conveniently timed deaths." While very dramatic, I urge all to read this with an open mind, and wide open eyes. We can't believe everything we read, nor everything a Bush says.

NY Times Finally Admits Weakness of Case Against Lee
Exactly what I have been telling all the people who will listen to me about this case. It seems so obvious to me, but then, my eyes are wide open all the time.

The Spy Who Wasn't
An article from the left-wing 'Nation' weekly magazine, again laying down the details of a witch hunt: a public lynching of a man who has merely been accused by a select few, and never charged with any crime at all. This is in America remember folks, you know, innocent until PROVEN GUILTY!

Operation Kindred Spirit: A Case Of Ethnic Cleansing
'Behind the Headlines' piece on the rabid crucifixion of Wen Ho Lee by some in the press, and in the government. Includes the great quote from Robert Vrooman, former chief of counter-intelligence at Los Alamos Nuclear Lab, who says that the entire case against Lee is, "built on thin air." The Feds are "scapegoating Lee because he is of Chinese descent." Easy target for a politician, good cause to rally the sheep behind, while trying to revive Star Wars Defense Spending, or kill a Nuclear Test Ban Treaty.

China: US And European Union Arms Sales Since The 1989 Embargoes
Government Accounting Office report(April 28th 1998), on sales of military items; items that would be listed on the US Munitions list, both lethal and non-lethal items. They "did not address the issue of exports of items with both a military and a civilian applications because the embargoes did not bar the sale of such dual-purpose items to China." These transfers are "an important source for a lot of China's military development," according to some experts, which is why I do not get too excited by articles who vilify Wen Ho Lee as a traitorous nuclear spy. Both of the US political parties that have held the office of President over the last twenty years are guilty of allowing high level technologies go to communist China. Also inspects European companies and countries roles in the sale of military technology and weapons to China.

GAO On US And Euro Military Transfers To China
GAO report dated June 16th 1998 featuring further information on US-China military transactions.

Kissinger's Clone
In-depth background on the origins of US President George Bush's policies towards China; his early contacts in and with China; as well as Bush's job as UN Ambassador for Richard Nixon. Part 4 of 8, Chapter 11 of George Bush: The Unauthorized Biography.

Bush In Beijing
Scroll down the page to Chapter 15,( Part 5 of 8 in B.G. - The Unauthorized Biography), where there is lots more revealing information on Bush, his tenure as the US Ambassador to China, and how he helped smooth certain business deals apparently for his cronies Kissinger, Scowcroft, and others, meanwhile making sure to line his own pockets.

May Have Passed Secrets by 'Accident'
So is he or isn't he a spy? Lee was not charged with spying, only with downloading files onto unsecured computer systems. The issue is still a messy haze of accusations, and denials, with no way of tell what is really going on. The maelstrom of a paranoid, and xenophobic inquisition goes on, with some genuine 'national security' concerns intertwined within. Lee's boss at Los Alamos Lab says Lee told him he just may have let out secret information, by 'accident'. If this is true, Lee should be fired, at the very least, as he is a nuclear scientist with security clearance, and should be more responsible.

FBI Cover-up Of Chinese Infiltration Of White House
Here is an incredibly detailed site, that manages to completely ignore the previous few administration's affairs with Communist China. Not that Clinton's White House is innocent, but, this is not the point, as an incredible number of US politicians are corrupt in one way or another.

FBI Made Wen Ho Lee Think He Failed Lie Detector Test
This is a revealing 'Washington Post' newspaper article by journalists Walter Pincus, and Vernon Loeb. I watched Lees' two kids later talk about how they thought they were living in the US somewhere, and that this whole attack on their father made them feel like they experiencing Gestapo tactics! Makes me want to puke this is such blatant criminality on the part of the FBI.

Lees Protest FBI Tactics
Saying they are both 'outraged' at the treatment of their father by the FBI, Lee's two children point out that they are Americans, and ask why their father would want to do something to hurt them? They don't believe he's guilty, and neither do I.

How The FBI Turned The Screws On Wen Ho Lee
This short and sharp piece graphically illustrates the FBI intimidation tactics. If the FBI thinks Lee guilty, they should find some evidence, not threaten him with death or confession? That's as bad as the Water test, when if you sink and die, you're innocent, but float, you're guilty, and 'they' burn you!

Fired US Nuke Scientist Scientist To Argue Data Was Public
Wen Ho Lee is expected to put on a defense for himself, predicating on the fact that any information he is accused of passing on to a foreign power, like China, was already in the public domain. Does this mean that he did pass material, or is Lee saying that is where the Chinese got any info they might have? Stay tuned for more to come.

Chinese Espionage Was a Reagan-Bush Scandal
Robert Parry writes in this ConsortiumNews.com article (February 16, 2001) that not only did the Reagan-Bush administration cozy up to Communist China, and share military information, but that Oliver North told the Chinese, in order to get them to sell Chinese missiles to Nicaraguan rebels, that the missiles were destined for the Contras. The administration lied to Congress and the American people about this. Doing business with the enemy is time-honored tradition for the Bush family, but mainstream pundits continue to point the finger at Clinton, who merely carried on the practice of secretly conducting big moneymaking business with a "bad" country. While Parry is a mite blind to Democrat-crime, he does a number on the Republicans here that will be hard to refute.
